Kin Hill, P.E.

Chief Executive Officer (CEO)

     
 

Kin Hill, P.E., was named Chief Executive Officer in December 2006 by Charleston Water System's Board of Commissioners.

As the utility's top executive, Mr. Hill is responsible for the daily operations of Charleston Water System and its 420 employees. Prior to becoming CEO, Mr. Hill served as Chief Operating Officer, overseeing the water distribuution and wastewater collection operations, which include some 1,500 miles of water mains, 500 miles of sewer mains, and nearly 200 pump stations maintained by 120 associates.

Mr. Hill came to Charleston Water System in 1987 to serve as Director of Wastewater Operations and became Director of Collection and Distribution in 1994. Under Mr. Hill’s leadership, the Water Distribution Department led Charleston Water’s efforts to earn ISO 14001 certification for the implementation of an Environmental Management System (EMS).

Before coming to Charleston Water, Mr. Hill served as District Director for the Aiken Office of the Department of Health and Environmental Control (DHEC) for nine years, where he was responsible for management and administration of six county areas in all fields of environmental quality control.

Mr. Hill is a registered Professional Engineer in the state of South Carolina; he earned his Master of Science Degree in Environmental and Water Resources Engineering from the University of South Carolina, and his bachelor’s degree in Agricultural Engineering from Clemson University. Mr. Hill is active in water and wastewater industry organizations, including AWWA and WEF, and is an “A” level registered Water Distribution and Wastewater Collection System Operator.

Mr. Hill serves on the SC Chamber of Commerce Environmental and Technical Committee and the Clemson University Board of Visitors.

Dorothy G. Harrison

Chief Administrative Officer (CAO)

     
 

Dorothy Harrison joined Charleston Water System in 2001, and as CAO, is responsible for directing the functions of Human Resources, Customer Service, Auditing, Purchasing, and Public Relations.

Prior to joining Charleston Water, Ms. Harrison spent 26 years in the banking industry and was among the first African American Commercial Loan Officers and Vice Presidents in the state. She was also one of the first bankers in South Carolina to serve a dual role in the industry as a licensed broker and commercial banker. Ms. Harrison attended the University of South Carolina and George Mason University, and is a graduate of East Carolina School of Banking.

Ms. Harrison is active in community and professional organizations and serves in a number of leadership roles. She serves as the Co-Chair of CJI's Legends Festival. She is the Immediate Past President of the Charleston, SC Chapter of The Links, Inc. and the Founding and Immediate Past President of the Teachers’ Supply Closet. 

In recognition of Ms. Harrison contributions in her professional and community involvements, she has received numerous awards. She was one of the inaugural recipients of the Women Opening Doors Award in the Greater Columbia area, received the Key to the City of Columbia, and was awarded the Lieutenant Governor’s Award for Exceptional Service to the State of South Carolina.

She is currently active with the following organizations: Member Board of Directors, City of Charleston Local Development Authority; Treasurer, Low Country Aid to Africa; MOJA Arts Festival, Co-Chair, the Literary Corner and 4th grade readout; and Chair, YWCA Nominating Committee. Ms. Harrison is also a member of the American Waterworks Association, Water Environment Federation, and Society For Human Resource Management,

During her 16 years in Charleston, Ms. Harrison has also served as Board Chair for the Trident Urban League.  She is a past executive board member of the Trident United Way, YWCA, and the American Cancer Society.  She served on the Boards of the Charleston Metro Chamber of Commerce, The Charleston District of the United Methodist Church’s Wesley Foundation, The Costal Community Foundation,  MUSC’s Healthy South Carolina Initiative, and the College of Charleston Avery Research Center.

Andy Fairey
Chief Operating Officer
     
 

As Chief Operating Officer, Andy is responsible for the management of Charleston Water’s Water Treatment Plant, Water Distribution Department, Wastewater Collection Department and Wastewater Treatment Facilities, along with the environmental laboratory, SCADA system, and associated environmental management programs.

Mr. Fairey holds a Bachelor of Science in Microbiology from Clemson University and a Master of Science in Public Health from the University of South Carolina. He holds South Carolina Environmental Systems Operations Licenses in the areas of Physical-Chemical Wastewater Treatment, Biological Wastewater Treatment, Water Treatment, Water Distribution and Wastewater Collection.

His career includes seven years as a state environmental regulator, two years working as an environmental trainer, three years as an environmental consultant and over twenty-two years with Charleston Water System.

Mr. Fairey is a past president of the South Carolina Water Environment Association, recipient of the Water Environment Federation’s William D. Hatfield Award, and serves as a Peer Reviewer for the American Water Works Association’s Qual-Serve program.

He currently serves on the Executive Board and is Past-President of the South Carolina Water Quality Association, a professional environmental organization that interacts with the legislative process in South Carolina. He has conducted numerous training seminars on activated sludge process control and has presented numerous technical papers at national and state conferences on wastewater treatment, water treatment, and various utility management topics.

Wesley Ropp, CMA
Chief Financial Officer
     
  As Chief Financial Officer, Mr. Ropp is responsible for the daily financial operations of Charleston Water System, including the accounting, budgeting, finance and information technology functions. Prior to becoming the CFO, Mr. Ropp served as Senior Director of Financial Services, overseeing the accounting and finance departments, which include accounts payable, payroll, cost accounting, financial statements and the billing areas.

Mr. Ropp joined Charleston Water System in 1982 as an Accountant. In 1986, he was promoted to the Administrator of Accounting and then to the Administrator of Finance in 1989. Under Mr. Ropp’s supervision, Charleston Water System achieved two bond-rating upgrades, the first in 2001 and the second in 2006. In addition, Charleston Water has received 17 consecutive Certificate of Achievements for Excellence in Financial Reporting from the Government Finance Officer’s Association.

Mr. Ropp is a Certified Management Accountant. He earned his Master of Business Administration from the Citadel, and his bachelor’s degree in Business Administration with emphasis in Accounting from the College of Charleston.

Mark Cline, P.E.
Capital Projects Officer
     
Mark Cline, Capital Projects Officer   As Capital Projects Officer, Mark Cline oversees the engineering and construction functions of Charleston Water System, including the Geographic Information System (GIS) and cross connection control programs. He is also responsible for managing Charleston Water’s capital needs to ensure the utility has the infrastructure in place to accommodate growth and meet new regulatory requirements.

Mr. Cline has been with Charleston Water System for 23 years; he spent five years as Engineering Manager, fifteen as Superintendent and Plant Engineer for the Hanahan Water Treatment Plant, and two years as Senior Director of Design and Construction before becoming Capital Projects Officer.

Mr. Cline is a graduate of North Carolina State University, with a bachelor’s degree in Civil Engineering. He is licensed as a Professional Engineer and a Water Treatment Plant Operator.

Mr. Cline is Past Chair of the SC Section of the American Water Works Association, and also a member of the Water Environment Federation and the American Society of Civil Engineers.
